In 2021, Right to Care Zambia was awarded a five-year project funded by USAID through the PEPFAR mechanism. The USAID Action HIV project aims to reduce HIV mortality, morbidity and transmission by achieving the UNAIDS and PEPFAR goal of 95/95/95 HIV treatment coverage by providing comprehensive HIV Prevention, Care and Treatment maintenance services in Luapula, Northern and Muchinga provinces of Zambia. The USAID Action HIV project will work closely with and in support of the Ministry of Health.
QUALIFICATIONS AND EXPERIENCE
Minimum Required Qualifications and Experience:
- Diploma in Pharmacy
- Registration with the Health Professions Council of Zambia
- HIV Treatment & Care, ART and Essential Medicines experience
- 3 years’ experience
- Previous public sector experience preferably within HIV field
Desirable Qualifications and Experience:
- Bachelors Degree in Pharmacy
- Registration with the Health Professions Council of Zambia

KEY PERFORMANCE AREAS
- Conduct ongoing assessments and situational analysis to identify gaps within the supply chain system.
- Develop quality improvement plans (QIPs) for identified gaps.
- Implement strategies to effectively manage stock and ensure quality and safety of pharmaceutical products in the clinics.
- Ensure compliance with good pharmacy practices and good dispensing practices.
- Assist facilities with stock rotation and re-distribution.
- Ensure availability of provincial primary health care (PHC) pharmacy standard operating procedures (SOPs), Standard Treatment Guidelines
- (STGs) and Essential Medicines List (EML) in all facilities
- Assist facilities with stock take procedures as outlined in the SOP.
- Perform site supervisory visits.
- Issuing medicines to patients, furnishing information and advice to patients about the use of medicines.
- Counselling patients on the proper use of drugs they are taking.
- Determining patient compliance with the therapy and follow up to ensure that patient’s medicine related needs are being met.
- Evaluating patient’s medicine related needs by determining the indications, safety and effectiveness of therapy.
- Document medication errors and interventions made during dispensing.
- On-going adherence monitoring of patients.
- Involvement in Pharmacovigilance activities.
- Clinical Pharmacy to ensure efficacy, safety and continued access to ARVs for inpatients.
- Ensure continuous supply of medication for patients accessing care from pharmacy and areas that we support.
- Facilitate multidisciplinary team approach to patient care
- Stakeholder engagements and meetings e.g. MoH, MSL, ZAMRA, Partners etc.
- Compile monthly statistics and reports and forward to relevant persons
- Overall Pharmacy staff management and support
- Plan, organize and approve leave of junior staff
- Ensure monthly and weekly task allocation of Pharmacy staff
- Performance appraisals for staff.
- Continued evaluation and monitoring of Pharmacy systems i.e. waiting times, prescription errors etc.
- Perform ongoing assessments for measuring impact of interventions and outcomes thereof for continuous self- improvement.
- To support and Monitor facility pharmacy / clinical staff.
- Supports the implementation of alternative access to chronic medicines (e.g. ART Adherence clubs, Demonstration projects (CCMDD, Interval Study, HIV Self-Test Study) and ART Community support groups
- Coordinates the implementation of DMAD projects (e.g. MMSD and CCMDD
- Provides training and mentorship on DMAD projects
- Compiles Monthly/weekly reports on the implemented DMAD projects
- Provide data for indicators for DSR and WSR meetings on supply Chain updates
- Compile weekly /monthly stock status reports
- Report and submit pharmacovigilance information and data

Pharmacy & Supply Chain Hub Lead x2 (Luanshya and Mufulira)
Position Overview
Pact seeks to hire Pharmacy & Supply Chain Hub Leads to support the USAID/Zambia Integrated Health Activity (ZIH) financed by USAID. ZIH is a five-year project led by Pact in partnership with the Center for Infectious Disease Research in Zambia, Circles of Hope, Mothers2Mothers, Copper Rose Zambia, Zambia Network of Young People Living with HIV/AIDS, and Viamo. ZIH will improve health outcomes of Zambians through equitable access to high-quality health services in the areas of client centered HIV, tuberculosis; maternal, newborn and child health; family planning; and reproductive health.
Pact works closely with the Zambian Ministry of Health to attain the country’s goal of reaching HIV epidemic control (95-95-95) by 2030.
Key Responsibilities
- To ensure 100% stock availability all in ARVs, Essential Medicines and other HIV related pharmaceutical.
- To improve timeliness in report submissions, reporting rates to 100% and quality of reports before submission.
- To Provide technical support to Pharmacy Technologists, clinicians, Counselors and Lay Counselors on usage of logistics tools (DARs, stock control cards – both paper based and electronic tools) to ensure efficient use of HIV test kits and accountability for each test used.
- To conduct routine supply chain audit inspections and provide technical support services in all USAID-ZIH supported districts to ensure that there is accountability in the supply chain management of Medical, Pharmaceuticals and Laboratory commodities.
- To enforce the use of logistics management information system (LMIS) data to identify trends in consumption and inventory management at facility and District levels.
- To always Plan for buffer stock to take care of shortages in medical, pharmaceutical and laboratory supplies including HIV test kits and selected essential drugs.
- Work closely with the MoH and the USAID-ZIH Provincial Supply Chain Coordinators in ensuring that the lab and pharmacy teams are fully equipped with the necessary logistics tools and knowledge to conduct their work.
- Work with Ministry of Health staff in reviewing set targets against monthly commodity consumption and give updates on the stock availability.
Basic Requirements
- Degree in Pharmacy with 3 years’ experience in a similar position or Diploma in Pharmacy with 5 years’ experience in a similar position.
- Registered with the Health Professions Council of Zambia (HPCZ).
- Experience with PEPFAR-funded projects in Zambia, including technical understanding of PEPFAR 3.0 and USAID indicators and managing for performance.
- Ability to sustain interpersonal and professional relationships with internal colleagues and contacts in donor and partner organizations.
- Strong planning and time management skills.
- Ability to multitask with ease, adapting to frequently changing priorities.
- Being able to work effectively with GRZ through District Health Offices and health facilities.
- Knowledge of Zambia consolidated guidelines in ART management

- Attend regular clinic meetings and medical service department meetings in the absence of the Pharmacist to report on and discuss issues relating to improvements of the pharmacy services
- Be available for duty as rostered for normal shifts, on call shifts (defined as a standby period out of normal clinic hours), weekends and in case of emergencies.
KEY RESPONSIBILITIES
- Maintain and promote international standards of good pharmaceutical practice at all times.
- Receive written prescriptions and verify that the information contained is complete and accurate.
- Dispense, in accordance with established procedures, medication prescribed to patients by the MBHS medical team.
- Ensure that all patients are advised comprehensively of the actions of their prescribed medication, including correct dosage, side effects and signs of sensitivity.
- Maintain approved storage of all medications in stock. Ensure all stock orders are prepared on time and with proper authorization.
- Ensure inventory of drugs stocked in the various site locations is accurate and applicable using Mary Begg EDL and ECL.
- Conduct stock takes every month or more frequently as required and as directed by the Procurement Department or the Clinic Manager.
- Ensure that maximum minimum levels are maintained and reviewed each quarter or more frequently as required by the Clinic Manager/CMO.
- Ensure new stock orders are checked on arrival and packed away appropriately. This will involve coordination with the logistics group and procurement team.
- Ensure all expiry dates for medications and consumables are checked monthly and that drugs are used on a first in first out (FIFO) principle.
- Ensure that all expired or close to expiry drugs and consumables are disposed of according to company policy.
- Maintain storage and cold chain of all refrigerated medications. Record fridge temperatures daily. Clear the fridge weekly and defrost monthly.
- Assist in fulfilling orders for other departments and arranging shipment.
- Assist in the development, review and revision of policies and procedures.
- Assist in the training and orientation of new personnel.
- Actively participate in staff meetings. In the absence of the pharmacist, organize a weekly pharmacy meeting with the senior doctor, unit leaders and nurses and CM (optional).
- Be a member of the disaster management group supporting the clinic in the event of a mass casualty incident (in the absence of the pharmacist).
- Ensure that all pharmaceutical products (medications/ consumables/ devices) are correctly itemized on the patient’s charge sheet.
- Prepare and submit monthly report of levels and drug usage to the Clinic Manager. If other reports are necessary, actively prepare and plan for its completion in a timely manner.
- Ensure that all pharmaceutical equipment is maintained in good working order and that a report is given to the hospital/clinic manager when equipment needs to be upgraded or replaced.
- Comply with any other duties and responsibilities as may be required from the Chief Medical Officer, Pharmacist and Hospital/Clinic Manager from time to time and within your scope of practice.
